Before a road safety camera goes live, strict testing is conducted to ensure that it complies with all requirements. Testing may consist of physical, software, administrative and image assessments.
All of Victoria’s road safety cameras are subject to comprehensive testing as part of the Department of Justice & Regulation’s strict testing and maintenance regime. Fixed road safety cameras at intersections will regularly flash during this testing and maintenance.
If you see a road safety camera flash, it could be because the camera is being tested.
Under normal operation, cameras will flash when a vehicle is detected speeding, running a red-light or breaking a red arrow.
How can I report a road safety camera that appears to be flashing?
You can let us know by using the feedback form available on this website.
To help us investigate the matter please include the following information:

- the location of the camera and direction of traffic flow (e.g. southbound)
